June’s HOA Board Meeting:

The Board held two Hearings of Compliance and on two different lots. The Board deferred action on one of these until more information could be be obtained. The other property indicated that his renter is moving out at the end of July and that he has plans to renovate the property and sell it with the Board approving that action as a resolution.

A number of owners spoke at the Open Owner Forum with complaints, observations and even a compliment that ranged from a neighbors tree that is dropping leaves on her lot to concerns about Vantage Community Management’s taking of pictures of lots that are in violation of the Associations Covenants, Conditions. The Board listened to all homeowners that wanted to speak. One immediate outcome is that the Board will consider violations on an independent basis if there are multiple violations on one lot. In other words if there are three violations at one lot and two are corrected then those two will be considered complete by the Board and consider a fine reduction while the other violation process continues. The Board reiterated that it wants adherence to the CCR’s and are not particularly interested in using fines as a revenue producer. The Board indicated that most items that are raised with its first Courtesy Letter can be worked out quickly and fairly without any fine. But unfortunately many of these first letters are ignored which precipitates a second letter of non-compliance and a fine. All other concerns that were raised at the Forum will be reviewed by the Board prior to the next Board meeting in July.

In other business:

  • The Board approved the May Minutes and Treasurer’s Report and explained to the assemblage that Minutes cannot be posted any sooner until they are approved at the next next month’s meeting.
  • The Board will review all traffic signs and pass on any corrections and additions to Vantage for action. Recently all of the signs have were replaced with newer ones but that we may have missed one or two.
  • The Board is waiting for opinions from its Association Attorney on its proposed Cut Out policy and a residence that is rented as a multiple family unit in a single family dwelling.
  • The Board also referred a house to the Association Attorney for action that is now unoccupied and in a state of disrepair and owned by a Texas Bank.
  • The Board deferred naming a company to clean the catch basins until a a more defined Specification of Work can be developed so that comparable quotes can be obtained. The Board will also speak with former Board Member Bob Moore about the scope of last year’s basin cleaning activity as there may be some major differences in work and price.
  • Vantage reported that the Capital City Golf Course Apartments trees have been pruned back after speaking with those properties.
  • Vantage also reported that it removed an old non-used mail box concrete pedestal in front of a lot so that the owner could request making lot improvements.
  • The Board acknowledged to John Leo that it has received a letter from his Attorney demanding that the Board withdraw a $50.00 assessment for his not obtaining an ACC approval before the replacement of his lawn. The letter also claimed that the Board does not have the authority to levy a fine against him.
  • Vantage advised the Board that 16 lots, with compliance issues, have been forwarded to the Association’s Attorney for further review.
  • The Architectural Review Committee of the Board received eight applications for work on various lots with six of those being approved. A paint sample was requested of one application and further definition of what a “Build on” was to the other.
